Barbara Ivanov – Chair
Ms. Ivanov is a national thought leader on optimizing public freight systems and networks to serve freight-intensive business sectors, supply chains, and the communities surrounding them. She is an expert in developing and using robust, data-based decision support to lead improvement within agencies and organizations responsible for capital investment and the management of public freight infrastructure and operations.
She has proven leadership in facilitating groups with diverse objectives to identify priority needs, use data to develop solutions, and deliver on common goals. She is highly skilled in presenting complex information in meaningful ways, and has made numerous speeches and presentations to the Washington State Governor’s policy directors, the State Legislature and Joint Transportation Committee, the National Academy of Sciences Transportation Research Board (TRB), and multiple public, private and academic institutions and organizations.
She has worked with the United States Department of Transportation (USDOT), the Federal Highway Administration (FHWA), the Strategic Highway Research Program (SHRP2) and TRB to develop freight performance metrics and the technical capability to track performance; advanced freight data collection, modeling and analytic tools; economic impact analyses of investments in freight systems; resilient freight systems; and states’ internally and externally coordinated input to the National Freight Network and National Freight Strategic Plan required under FAST. She has presented in FHWA webinars on freight topics such as freight system resiliency and land-use-based freight planning.
Ms. Ivanov is currently the Chair of the TRB Joint Subcommittee on the Transport of Energy Products, and a member of National Highway Cooperative Research Program (NCHRP) Panel 08 – 106 “Metropolitan Freight Transportation: Implementing Effective Strategies” and National Freight Cooperative Research Program (NCFRP) Panels NCFRP 48 “Freight Research to Support MAP-21 Implementation” and NCFRP 49 “Understanding and Using New Data Sources to Address Urban and Metropolitan Freight Challenges.”
She is the past Chair of the TRB Freight Group, Intermodal Freight Transportation Committee, and NCHRP 20-83(01) NCHRP Report 750. In 2014 – 2015 the communications elements (videos, executive summary and infographic) overseen by Ms. Ivanov for the Washington State Freight Plan won four international and national awards including TRB’s 8th Annual Competition and Call, “Communicating Concepts with John and Jane Q. Public”.
